Cecilia Popa
Cecilia Popa works in the field of cyber capacity building, with a particular focus on victimisation in cyberspace, children’s online safety, and the intersection between restorative approaches and cybercrime. She brings over 14 years of experience in criminal justice and human rights.
Her work spans a wide range of contexts, including prison re-entry programmes in Romania, restorative justice initiatives in the United Kingdom, the United States, and Romania, and conflict resolution analysis in Thailand, Cambodia, and the Israeli–Palestinian context. She has also contributed to efforts to combat cybercrime through the implementation of the Budapest Convention on Cybercrime and to advancing child-friendly justice systems across Europe.
Cecilia is both a Fulbright Scholar Alumna and a Rotary Peace Fellow Alumna. Her academic background in social sciences, criminal justice, and conflict resolution includes studies in Romania (Babeș-Bolyai University and the University of Bucharest), the United States (John Jay College of Criminal Justice), and Thailand (Chulalongkorn University).
